What Matthew 11:23 means

Jesus then pronounced a severe judgment upon Capernaum, the city that served as his Galilean headquarters and witnessed many of his most powerful miracles. He ironically asked if they would be exalted to heaven, only to declare they would instead be brought down to Hades. He asserted that if the mighty works done in Capernaum had been done in Sodom, a city utterly destroyed for its wickedness, Sodom would have remained to that very day.
