What Nehemiah 10:38 means
A priest, a son of Aaron, will be with the Levites when they take tithes, and the Levites will bring a tithe of the tithes to the house of God, into the storerooms. This oversight promotes transparency and trust: priests and Levites cooperate so that resources are handled rightly. The tithe of tithes acknowledges that even those supported by offerings dedicate a portion back to God. The storerooms centralize supply, enabling steady worship and care for those who minister.

Context
Following the assignment of tithes to Levites, this verse adds priestly oversight and specifies that a portion of those tithes is brought to the temple. It tightens the system to avoid mismanagement and to ensure the temple has adequate resources. The next and final verse will gather Israel and Levi together in bringing offerings to the chambers and will end with a climactic pledge not to forsake God’s house.
v.37and that we should bring the first-fruits of our dough, and our heave-offerings, and the fruit of all manner of trees, the new wine and the oil, unto the priests, to the chambers of the house of our God; and the tithes of our ground unto the Levites; for they, the Levites, take the tithes in all the cities of our tillage.
v.38This passage
v.39For the children of Israel and the children of Levi shall bring the heave-offering of the grain, of the new wine, and of the oil, unto the chambers, where are the vessels of the sanctuary, and the priests that minister, and the porters, and the singers: and we will not forsake the house of our God.
