What Zephaniah 3:14 means
A threefold call goes out to Zion, Israel, and Jerusalem: sing, shout, be glad, and rejoice with all the heart. The prophet invites full-bodied celebration because God’s saving work has changed their situation. This is not superficial cheer but covenantal joy responding to real deliverance. The multiplicity of titles hints that the whole community, in all its facets, is summoned. Joy becomes the proper language of those restored by God. Anticipation rises: the next verse will explain the reason for such exuberance—God has removed judgment, defeated enemies, and Himself dwells among His people.

Context
Following the picture of a secure, truthful remnant, verse 14 turns to praise. The exhortation prepares the reader for the ground of joy stated in verse 15. The sequence is intentional: God reforms the people, then calls them to rejoice in His saving presence and rule. This transition marks the high point of the chapter’s restoration theme, moving from inner renewal to public celebration under the reign of Jehovah.
v.13The remnant of Israel shall not do iniquity, nor speak lies; neither shall a deceitful tongue be found in their mouth; for they shall feed and lie down, and none shall make them afraid.
v.14This passage
v.15Jehovah hath taken away thy judgments, he hath cast out thine enemy: the King of Israel, even Jehovah, is in the midst of thee; thou shalt not fear evil any more.
