Paul has just noted that Christ worked through his words and deeds (v.18). Now he details the supernatural empowerment and the wide reach of his mission (v.19). This prepares for his stated strategy in verse 20—not building on another’s foundation—and the scriptural rationale in verse 21. The narrative explains why repeated plans to visit Rome were delayed (v.22): the urgent, Spirit-empowered advance into unreached areas took precedence.
