What Romans 11:26 means
Paul declares the outcome: “all Israel shall be saved,” and anchors it in Scripture about a Deliverer coming out of Zion who turns away ungodliness from Jacob. The Deliverer is fulfilled in Jesus the Messiah, through whom God removes sin and brings righteousness. “All Israel” points to a future, large-scale turning of the Jewish people, consistent with the remnant pattern but surpassing it in scope. The salvation is moral and spiritual—turning from ungodliness. This promise assures that Israel’s story culminates not in hardening but in mercy, magnifying the faithfulness of God who keeps covenant with the descendants of the patriarchs.

Context
Following the disclosure of the mystery in verse 25, verse 26 states the positive end: Israel’s salvation, supported by prophetic citation. It points to Christ as the promised Deliverer who effects moral transformation. Verse 27 will add the covenant dimension—the taking away of sins. Together, these verses secure hope in God’s promises rather than in human trends, before Paul balances present hostility and enduring election in verse 28.
