What Genesis 8:12 means
After another week, Noah sent the dove out for a third time, and this time, it did not return. The dove's permanent absence indicated that it had found sufficient dry land, food, and suitable conditions to remain outside the ark, suggesting a wide area of the earth was now habitable. This was the strongest possible confirmation for Noah that the floodwaters had indeed receded from the surface of the ground, marking the culmination of his bird-based investigations.

Context
Following the hopeful sign of the olive leaf (verse 11), Noah's final dispatch of the dove delivers the conclusive evidence. The dove's permanent absence signifies that the earth is largely dry and provides confirmation that the time for disembarking is drawing near. This act concludes Noah's independent assessment of the flood's abatement, clearing the way for God's direct instruction.
v.11and the dove came in to him at eventide; and, lo, in her mouth an olive-leaf plucked off: so Noah knew that the waters were abated from off the earth.
v.12This passage
v.13And it came to pass in the six hundred and first year, in the first month, the first day of the month, the waters were dried up from off the earth: and Noah removed the covering of the ark, and looked, and, behold, the face of the ground was dried.
