What Acts 9:30 means
When the Christian brethren in Jerusalem learned of the plot to kill Saul, they acted quickly to protect him. They escorted him down to Caesarea, a major port city, and from there sent him on to Tarsus, his hometown. This strategic removal was not a sign of fear but a wise decision to preserve his life for future ministry. This period in Tarsus would be a time for further preparation before his later, extensive apostolic journeys.

Context
Following the renewed death threats against Saul in verse 29, this verse describes the brethren's swift and protective action. Their decision to send him to Caesarea and then Tarsus is crucial, removing him from immediate danger and paving the way for a period of quieter development. This departure from Jerusalem marks a pause in Saul's direct narrative, allowing the author to shift focus to the broader peace of the church and Peter's subsequent ministry.
v.29preaching boldly in the name of the Lord: and he spake and disputed against the Grecian Jews; but they were seeking to kill him.
v.30This passage
v.31So the church throughout all Judæa and Galilee and Samaria had peace, being edified; and, walking in the fear of the Lord and in the comfort of the Holy Spirit, was multiplied.
