What Acts 28:14 means
At Puteoli they find brethren—evidence that the gospel has already reached Italy ahead of Paul. He is invited to stay seven days with them, a welcome pause of fellowship and refreshment after long trials. Luke then writes simply, “and so we came to Rome,” signaling the fulfillment of what the Lord had promised Paul. God’s plan stands: despite storms, shipwreck, and chains, the apostle reaches the imperial city. The presence of believers along the way is also part of God’s kindness, surrounding Paul with family in Christ in a foreign land and strengthening him for the strategic witness he will bear in Rome.

Context
Having arrived at Puteoli (v. 13), Paul discovers a community of believers and remains with them a week (v. 14). This fellowship precedes the final approach to Rome. In verse 15, more brethren, hearing of Paul’s coming, go out to meet him on the road. These encounters frame Paul’s entry into Rome (v. 16) with gratitude and courage, vital for the next phase of ministry under guard.
