Context

After staying with believers in Puteoli (v. 14), Paul proceeds toward Rome. Verse 15 records brethren meeting him on the road, prompting thanksgiving and courage. This prepares for verse 16, where Paul enters Rome and is allowed to live under guard rather than in a prison.
