What Acts 18:13 means
The charge is that Paul persuades people to worship God contrary to the law. The accusers likely mean Jewish religious law, though they hope Rome will see it as socially disruptive. Their wording presents Christianity as a deviation rather than fulfillment. Yet Paul’s message is that Jesus is the Christ—the true continuation of God’s promises, not rebellion. The accusation shows the heart of the conflict: Who defines right worship? The gospel claims Jesus as Lord; opponents deem this unlawful. In legal terms, they seek to criminalize preaching. This moment tests whether Roman officials will punish Christian proclamation as a civil offense or treat it as an intra-Jewish theological debate.

Context
The complaint crystallizes the synagogue leaders’ opposition and pushes Paul into Roman jurisdiction. Verse 13 readies the reader for Gallio’s decisive stance. Before Paul even gives a defense, Gallio will frame the issue as religious semantics rather than criminal behavior. That dismissal will have practical effects, pushing the case out of civil court and getting the accusers expelled from the judgment seat.
v.12But when Gallio was proconsul of Achaia, the Jews with one accord rose up against Paul and brought him before the judgment-seat,
v.13This passage
v.14But when Paul was about to open his mouth, Gallio said unto the Jews, If indeed it were a matter of wrong or of wicked villany, O ye Jews, reason would that I should bear with you:
