What Romans 8:9 means
Paul turns from general truths to personal assurance: believers are no longer “in the flesh” but “in the Spirit,” provided the Spirit of God dwells in them. The indwelling Spirit is the distinguishing mark of Christ’s people; without the Spirit of Christ, a person does not belong to him. The titles “Spirit of God” and “Spirit of Christ” highlight the unity of the Father, Son, and Spirit in salvation. This verse anchors identity not in feelings but in God’s presence within. The high-water mark of Paul's letters. There is therefore now no condemnation to those who are in Christ Jesus. The Spirit of life sets us free from the law of sin and death; the same Spirit cries 'Abba, Father' in our hearts and assures us we are children and heirs. Suffering is real, but the glory ahead is incomparably greater. All things work together for good to those who love God. And nothing — neither death nor life nor angels nor things present nor things to come — shall separate us from the love of God which is in Christ Jesus our Lord.

Context
After painting the dark picture of life in the flesh, Paul encourages the Roman Christians with a declarative reminder of their new status. Verse 9 is the hinge from diagnosis to assurance. It also frames the next two verses: if Christ is in you (v. 10), then there is real life even amid bodily decay; and the same Spirit who raised Jesus will enliven your mortal bodies (v. 11). Thus assurance leads to hope—both present spiritual vitality and future resurrection.
