What Revelation 11:13 means
At that very hour, a great earthquake strikes: a tenth of the city collapses and seven thousand people die. The survivors are terrified and give glory to the God of heaven. The judgment is severe but partial; it exposes the city’s fragility and the folly of opposing God. The number and fraction suggest measured discipline rather than total destruction. The survivors’ response—giving glory—may indicate forced acknowledgment rather than full repentance, but it is still a step away from mockery. God’s actions both punish and warn, urging a world that celebrated death to reckon with the living God whose power overturns their triumphs and calls for reverence.

Context
This earthquake concludes the immediate aftermath of the witnesses’ ascension, providing an earthly punctuation mark to their vindication. It produces fear and a reluctant doxology among the rest. With judgment inflicted and the crowd sobered, the narrative is ready to close the second woe and transition out of the interlude that began in chapter 10. The following verse will declare the second woe past and the third imminent, quickly ushering in the seventh trumpet and a heavenly chorus announcing the transfer of the world’s kingdom to the Lord and His Christ.
