What Matthew 21:7 means
The disciples brought the donkey and the colt to Jesus. In an act of honor and preparation, they placed their garments on the animals for Jesus to sit upon. This gesture, while practical for making a saddle, also symbolized their reverence and dedication. When Jesus sat on them, He publicly displayed His acceptance of the role of the King, fulfilling prophecy and openly presenting Himself as the Messiah to the city of Jerusalem.

Context
This verse directly follows the disciples' acquisition of the animals and visually sets the scene for Jesus' entry. The act of placing garments on the animals prepares Jesus for His ride, immediately preceding the description of the multitude's enthusiastic response. This action solidifies the fulfillment of prophecy and marks Jesus' public assumption of His kingly role.
