What Haggai 2:8 means
“The silver is mine, and the gold is mine,” says Jehovah of hosts. With this simple claim, God removes the fear that scarcity can thwart His purpose. All wealth belongs to Him by right of Creator and King. If He intends to adorn His house, He can command resources from any quarter. The builders should not measure possibilities by their purse but by God’s ownership. This is not license for presumption; it is fuel for faithfulness. Their task is to obey and trust, not to manipulate supply. When God resolves to fill His house with glory, the One who owns all treasures will see it done.

Context
This assertion reinforces the promise of verse 7. Having said that the precious things of all nations will come, God declares that such wealth is already His. It prepares the way for the climactic promise in verse 9 that the latter glory will be greater. The sequence reassures the people at two levels: God can move nations, and God owns resources. Therefore, discouragement based on visible lack is misplaced. The next verse will reveal the end God has in view: glory and peace in the house, realities that money cannot buy but that God Himself bestows.
v.7and I will shake all nations; and the precious things of all nations shall come; and I will fill this house with glory, saith Jehovah of hosts.
v.8This passage
v.9The latter glory of this house shall be greater than the former, saith Jehovah of hosts; and in this place will I give peace, saith Jehovah of hosts.
