What Haggai 1:11 means
God declares that He has summoned a drought on every sphere: land and mountains, grain, new wine, oil, all produce, people, cattle, and the labor of hands. The comprehensiveness is deliberate, closing every escape route. When God calls, even the climate answers. The list mirrors the blessings they long for, now withheld to awaken them. This is severe mercy—God won’t let them be content without Him. The mention of people and cattle shows the weight of communal consequences; leaders and households alike feel it. Yet the very clarity of this word offers hope: if neglect brought the drought, restored obedience to build His house will invite His pleasure and the return of fruitfulness.

Context
Verse 11 completes the explanation of divine discipline begun in verses 9–10. It paves the way for the turning point of verse 12, where leaders and remnant obey. The detailed scope of the drought magnifies the miracle of the people’s quick response and the promise of God’s presence in verse 13. The chapter’s movement shifts from diagnosis and consequence to repentance, assurance, and empowered action.
