What Lamentations 3:60 means
He declares that Jehovah has seen the enemies’ vengeance and all their schemes. This is more than surveillance; it is moral acknowledgment that their malice is real. The verse comforts the persecuted: nothing in the adversaries’ plans escapes God’s notice. It also warns the wicked: their designs are laid open before the Judge. By rehearsing what God sees, the sufferer strengthens his faith to leave vengeance with God rather than seizing it himself.

Context
Continuing the appeal to God’s omniscience, the sufferer affirms that the Lord has seen the plots against him. Verse 61 will add that God has heard their reproach and schemes, and verse 62 will specify their constant slander. With this groundwork, the final verses (64–66) will ask God to repay them according to their deeds.
