What Hebrews 12:22 means

In Christ, believers have come to Mount Zion—the heavenly Jerusalem, the city of the living God. This is not a fearful desert mountain but God’s own dwelling, filled with innumerable angels in festal gathering. The scene is joyful, communal, and holy. “Have come” signals present spiritual reality, not just future hope. By grace, the church participates even now in the worship and life of heaven. The description lifts our eyes: we belong to a kingdom not bound to earth’s shakings. Our approach to God is through a better covenant, with a better Mediator, into a better city. This is the opposite of Sinai’s terror—welcome into God’s joyous presence.

After three verses picturing Sinai’s dread (vv. 19–21), verse 22 begins the breathtaking contrast: Zion. The next verses (vv. 23–24) will detail who is there—the church of the firstborn, God the Judge, perfected spirits, Jesus the Mediator, and His better-speaking blood. This section provides the theological high point of the chapter, grounding the final warnings and exhortations (vv. 25–29) in the privilege believers now possess.
