What Ezra 8:16 means

Ezra responds by commissioning a team of chief men—Eliezer, Ariel, Shemaiah, Elnathan, Jarib, another Elnathan, Nathan, Zechariah, and Meshullam—and, in addition, Joiarib and Elnathan who were teachers.
