What Acts 15:27 means

The letter explains that Judas and Silas are being sent to tell the same things by word of mouth. Oral confirmation, alongside the written decree, ensures clarity and personal engagement. It allows questions to be answered and hearts to be encouraged face-to-face. The council recognizes that doctrine shapes lives and relationships; therefore, truth should be delivered in a way that builds trust. These two respected men will echo the message, show the unity between Jerusalem and Antioch, and strengthen the churches through their prophetic ministry, as will be seen shortly.

The next verse delivers the heart of the decree, explicitly attributing it to the Holy Spirit and the council.
